Preliminary CIRIC assessment
Indonesia is classified as a state-regulated hybrid zakat ecosystem. BAZNAS acts as the national apex institution, while provincial, district/city BAZNAS bodies and legally recognized LAZ form a broad operational network for collection and distribution. The system is highly institutionalized and data-rich, but its public financial reporting often aggregates zakat with infak, sedekah and other religious social funds, which requires careful interpretation for cross-country comparison.
NB: Indonesia’s figures often refer to ZIS-DSKL, an aggregate covering zakat, infak, sedekah and other religious social funds. For cross-country comparison, CIRIC distinguishes between total ZIS-DSKL flows and identifiable zakat-only components where available. Off-balance sheet flows are included in BAZNAS national reporting but are not always disaggregated by asnaf or instrument, which limits strict comparability with other national zakat systems.
Annual Collection Volume:
Rp26.13tn ZIS-DSKL, Semester I 2024 ≈ USD 1.65bn.
Identifiable zakat maal + zakat fitrah: Rp2.96tn, Semester I 2024 ≈ USD 186.9m.
Projected 2025 ZIS-DSKL collection: Rp50tn.
Collection as share of GDP:
Approx. 0.118% of GDP for Semester I 2024 ZIS-DSKL collection.
Approx. 0.013% of GDP for identifiable zakat maal + zakat fitrah, Semester I 2024.
Projected 2025 ZIS-DSKL collection ≈ 0.22% of 2025 GDP, subject to exchange-rate and scope caveats.
